Put the decision on page one
A reader should not have to reach the appendix to discover the recommendation. State the decision, the owner, the effective date, and the shortest defensible reason. If the recommendation cannot be expressed directly, the analysis is not finished.
Distinguish the recommendation from implementation detail. The first page should make it possible for a board member or executive who missed the work to understand what is being chosen and why now.

Show the chain from evidence to judgment
List the few findings that carry the recommendation, then explain how they affect the choice. A data appendix without an argument moves the interpretation burden to the reader. A conclusion without evidence asks the reader to trust the author’s authority.
Include material uncertainty. Good judgment can operate without perfect information, but the memo should reveal which assumptions are carrying weight and how sensitive the decision is to them.

Record what was ruled out
Rejected options matter because they return. Without a written record, six months of memory turns a ruled-out path into an unexplored idea. State each serious alternative, the strongest case for it, and the evidence or constraint that eliminated it.
Do not use the rejected-options section to make the chosen answer look inevitable. If an alternative has real advantages, preserve them. The tradeoff is more useful when future conditions change.

Write the strongest case against the recommendation
A decision gains credibility when the author can articulate why it may be wrong. The dissent should identify the most vulnerable assumption, the plausible downside, and the evidence a reasonable opponent would emphasize.
This is not ceremonial balance. It creates a monitoring plan. The strongest case against often reveals the leading indicator or tripwire the company should watch after execution begins.

Convert the choice into the first 90 days
A strategic decision without a first sequence becomes another intention. Name the initial actions, one owner for each, dependencies, the resources committed, and dates when the owner will review evidence rather than activity.
Finish with measures and a tripwire. Measures show whether the expected mechanism is appearing. The tripwire states what evidence means stop, revise, or escalate. It protects the company from continuing simply because the decision was difficult to make.
